<p>The opening module of the Culture pillar workshop. Establishes culture as the lived pattern of operating practices, anchored on Netflix's <em>No Rules Rules</em>, then turns the same lens on the team itself.</p>

The Culture Frame opens the workshop and sets the conceptual frame for everything that follows. It does three things in 45 minutes.
First, it establishes the OTSP view of culture: culture is the pattern of operating practices the organisation actually runs, not the values written on the wall. The work is to examine those practices honestly. The deliverable is operating-practice commitments, not values articulation.
Second, it works through Netflix as the primary case study, drawn from No Rules Rules: Netflix and the Culture of Reinvention by Reed Hastings and Erin Meyer. Four practice areas are examined: feedback (candour as a daily norm), transparency (on information and compensation), decisions (freedom and responsibility), and retention (the Keeper Test). For each, the team identifies the practice and traces what it produces in the organisation.
Third, it pivots the same questions onto the team's own organisation. What practices are we actually running on each of the four dimensions? The team's answers will be less confident than their answers about Netflix. That difference is the bridge into the rest of the day.
The module is built to work in three states: teams with values articulated and lived; teams with values articulated but not lived; teams with no articulated values at all. The Culture Frame names all three explicitly in the opening minutes so no team feels they are in the wrong room.
The canvas has three columns (Netflix Practice, What it Produces, Us) and four rows (Feedback, Transparency, Decisions, Retention). The Netflix and What it Produces columns are tinted; the Us column is left white to emphasise that this is the team's own work to fill in.
The team understands the OTSP view of culture as operating practice rather than stated values. They have worked through Netflix's deliberate practices and traced them to what they produce. They have started the same exercise on themselves and recognised the gap between their fluency on Netflix and their honesty about themselves.

This teaching frame uses Netflix as the worked example, so read No Rules Rules before you facilitate; the chapters on the Keeper Test, dispersed decision making, and candid feedback are the most useful. Open by naming the three states values can be in, articulated and lived, articulated but not lived, or not articulated at all, so every team feels they are in the right room.
Use Netflix as the most useful available example of a company that has been deliberate about its operating practices. Most teams will not run its practices in full; what matters is the deliberateness itself, and the specific choices Netflix has made matter far less. Some participants will object to Netflix as cold or transactional; acknowledge that briefly and return to the principle, which is that culture is a set of operating practices an organisation chooses. When the team describes what it does, push past abstract answers. When the answer is we try to give honest feedback, ask when the last time was, in what setting, and who initiated it. The team's answers are usually thinner than they think, and that thinness is itself the data this work is here to surface. Close cleanly into the next phase, where the team spends the next ninety minutes finding out what the organisation actually does, using real evidence. Their own answers will still be unfinished by the end of the hour, and that is the bridge.
Use The Culture Frame to open a culture session and set the frame, especially when a team treats culture as its stated values and overlooks the practices it actually runs. The Netflix case builds fluency before the team turns the same lens on itself.

Using this tool with a skilled facilitator means that discussions are focused, time is used efficiently, and the group moves toward consensus, making the session productive and impactful.
